COO / Principal

Chapin Jacob

Chapin is a strong communicator capable of leading diverse teams of stakeholders through complex project life cycles with rigorous security and compliance requirements. With over 20 years of industry experience spanning both private development and defense sector projects, he brings a unique ability to translate technical nuance into clear, actionable direction across all phases of development and construction while still maintaining strict adherence to regulatory standards and protocols.

Chapin's expertise in complex life science as well as defense and secure facility construction provides Bondcroft Project Services with deep capability in some of the most demanding segments of the industry. Prior to Bondcroft Project Services, Chapin served as the account lead for a large defense contractor, where his successful account management and project delivery portfolio included ICD 705 TEMPEST-accredited SCIF builds for clients.

Chapin developed his foundation in construction management at John Moriarty & Associates and National Development, where he gained broad exposure to institutional and commercial projects. His ability to build trust through transparency, fairness, and disciplined execution has made him particularly effective in environments where accountability and stakeholder communication are paramount.

President / Managing Member

Chris Moy

A veteran of the construction management and development industries, Chris brings nearly 15 years of experience ranging from development planning and implementation to real-time field supervision across both private and public sector projects. His ability to bridge owner, design, and construction workflows ensures that delivery strategies are aligned with mission objectives, regulatory requirements, and long-term facility value.

Chris' experience includes several asset classes requiring the highest levels of compliance, and operational reliability. His work on secure infrastructure and publicly funded projects has provided deep knowledge of complex systems coordination, stringent quality standards, and a regulated procurement environment.

Prior to Bondcroft Project Services, Chris served as a Director at STACK Infrastructure, where he oversaw the acquisition and development of mission-critical data centers throughout Northern Virginia. He also held positions with Skanska Commercial Development and the Comstock Companies, focusing on complex projects throughout the Mid-Atlantic region. Chris began his career at John Moriarty & Associates and Suffolk Construction across multiple operational and preconstruction roles on projects ranging from educational facilities, private institutions, and mission-critical tenant improvements.
